In Persona 5 Tactica, you won’t have access to the Velvet Room right from the beginning of the game. You need to play and reach the point where you have to rescue Ann and Futaba for it to be unlocked.
The story takes place in an alternate metaverse within Toshiro’s mind. Lavenza, a character in the game, has to build a Fusion device from scratch. This means you’ll only gain access to Fusion and different Personas after rescuing Ann and Futaba from Marie’s mind control.
In the new Velvet Room, you can:

Normal Fusion: Combine two Personas to create a third one. You can choose a skill from each of the two Personas to transfer over.

Special Fusion: Unlocks when you reach Kingdom 2. Here, you can access Personas with powerful Unique Abilities. To obtain them, you need to fuse three or more other Personas, and acquiring them can be challenging due to specific recipes.

Forge new Weapons: Later in the game, you can forge weapons by fusing two Personas. These weapons are more potent than shop-purchased ones, with higher damage stats and the ability to cause status effects like Sweep, Burn, Freeze, etc.

Disassemble weapons: The Velvet Room also lets you disassemble your ranged weapons. This is a good way to make money in the game. Whether they are purchased or forged, you can disassemble weapons and receive some money.

Persona 5 Tactica Review
Persona 5 Tactica is a spinoff game that doesn’t quite match the epic feel of Persona 5 Royal for me, but it’s still enjoyable to reconnect with favorite characters. The game’s grid-based combat system, while not as impactful as the original JRPG, showcases Atlus’ expertise in creating strategic battles.
Set between the second and third semesters of Persona 5 Royal, Tactica assumes familiarity with the story, making it less suitable for newcomers. The art style, featuring partially chibi-fied characters, took some getting used to, but the Persona 5 aesthetic shines through. The menu screens and imaginative Kingdoms maintain the series’ unique flair, even if some locations, like Leblanc, appear a bit different. Overall, while not a replacement for the main game, Tactica offers a chance to dive back into the Persona universe.
